- A denial has to rest on one of four grounds in section 216.8B(6)(c): undue financial and administrative hardship, fundamental alteration of the landlord's operations, an animal-specific direct threat or substantial property damage that cannot be reduced or eliminated by a reasonable accommodation, or that the accommodation is not otherwise reasonable

- respond in writing. Section 216.8B(6)(e) requires the landlord to provide a written determination on an assistance animal request, and section 216.8B(2) requires the request to be evaluated and answered within a reasonable amount of time. Silence is not a permitted answer in Iowa
- ask for documentation only where the disability or the need is not readily apparent, and then only for the information section 216.8C describes. Section 216.8B(6)(a) forbids requesting information that discloses a diagnosis or the severity of a disability, or any medical records relating to it
- waive the rules normally required for pets. Section 216.8B(6)(b) requires reasonable accommodation in the landlord’s rules, policies, practices and services normally required for pets, which is where pet rent, pet deposits and breed and weight schedules sit
- Proof of licensing and vaccination may be required for each animal under section 216.8B(6)(d), and a second animal may be documented separately under section 216.8B(5). Damage caused by the animal remains the tenant's liability under section 216.8B(8)

About “ESA registration” in Iowa
Iowa answered the registry question in its own statute book. Section 216.8B(4) says that an assistance animal or service animal registration of any kind (an identification card, a patch, a certificate or a similar registration obtained electronically or in person) is not sufficient information to reliably establish that the person has a disability or a disability-related need. There is no Iowa registry, no state ID card and nothing to sign up for. What section 216.8C describes instead is a written finding by a licensed clinician, and the Iowa Office of Civil Rights publishes the form it goes on.

Does Iowa really require a 30-day relationship?
Read the statute carefully: § 216.8C requires certification of *whether* the relationship has lasted thirty days, not that it must have. Des Moines’ own form phrases it stricter than the Code: the Code governs.
Should I use the Iowa civil rights form?
Use it if asked, and note that its signature block omits the licence number field § 216.8C(g) requires, write the number in. A complete letter satisfies the statute with or without the form.
Which Iowa cities keep their own civil rights commissions?
Cities above twenty-nine thousand must maintain one under § 216.19(2): Des Moines, Cedar Rapids, Davenport and twelve others. Below the line, complaints go straight to the state office.
Is an online ESA letter valid in Iowa?
Yes. Iowa layers its own fair housing law on top of the federal Fair Housing Act, and neither requires an in-person visit, what both require is a real evaluation by a provider licensed for Iowa. A telehealth evaluation that ends in a signed letter meets that standard; a questionnaire that ends in a PDF does not.
